Rebecca Corcoran Swanson
Rebecca Corcoran Swanson is Partner and Chair of the Firm’s Government Relations Practice. She is well versed in a variety of business, civic, and political affairs and helps clients navigate their relationships and interactions with local, state, and federal officials. Rebecca counsels public and private sector clients on legislative initiatives and funding procurement, and provides strategic guidance on public policy matters.
Rebecca has more than 10 years of experience working in government roles. Prior to joining Kleinbard, Rebecca served as Executive Director of the Montgomery County Redevelopment Authority, where she oversaw economic and community development initiatives and assisted businesses, non-profit organizations, and local governments in securing public funding for redevelopment projects. Rebecca also worked with the City of Philadelphia as the Director of Policy & Planning for the Department of Licenses & Inspections. Her experience also includes serving as Associate General Counsel in the private sector and as a Litigation Associate at a Philadelphia-based law firm.

- Assisted a real estate developer in submitting a winning bid to construct the City of Philadelphia’s new police forensics lab.
- Advise a Philadelphia professional sports franchise on city and state legislative and regulatory matters.
- Advocate for a non-profit organization within the health care industry, including helping to introduce and pass an important change to state law.
- Assist real estate developers and construction firms with regulatory, legislative, and administrative matters in Philadelphia.
- Advise a chemical manufacturing company on regulatory matters and help to increase the company’s visibility within key agencies.
- Provide strategic guidance and government relations counsel to small businesses and start-up companies in Philadelphia and its suburbs.
