Kleinbard LLC announced that two former Conrad O’Brien PC partners, Matthew Haverstick and Mark Seiberling, have joined the firm, as well as Conrad O’Brien associate, Joshua Voss, bringing their government litigation practice that includes white collar criminal defense and internal investigations to the firm’s existing Government Relations Group and Litigation Department.

Haverstick, Seiberling and Voss are responsible for some of the most recent high-profile litigation victories in the Commonwealth, including representing Senate Majority Leader Jake Corman in forcing the NCAA to relinquish control of its $60 million fine against Penn State and restoring the wins of the Penn State football team vacated by the NCAA.  The three also recently defeated Gov. Tom Wolf’s attempt to wrongfully fire the head of the state’s independent Office of Open Records.

Haverstick and his team’s practice focuses primarily on representing government officials and entities in the Commonwealth Court of Pennsylvania, as well as other state and federal appellate courts, in matters ranging from public corruption investigations to the Right-to-Know Law to the constitutionality of state laws. Haverstick and his team also frequently represent both private and public entities in white collar criminal and regulatory investigations, including recent internal investigations  involving the Coatesville Area School District and a private defense contractor.

In addition to his practice, Haverstick is active in the legal community currently serving as a member of the American Bar Association’s Criminal Justice Section and as the national Co-Chair of the Public Corruption and Extortion and the Computer Crimes Subcommittees of the White Collar Committee.  He also serves as an Adjunct Professor at the Drexel University School of Law.  He was listed in Chambers USA: The Client’s Guide to America’s Leading Lawyers for Business in the area of Commercial Litigation in 2015 and is recognized as a Pennsylvania Super Lawyer.  He is a graduate of the Fordham University School of Law where he served as an Associate Editor of the Law Review.

Seiberling is a former law clerk for the Supreme Court of Pennsylvania.  He has been listed by Pennsylvania Super Lawyers as a Rising Star from 2012-2015 and was recently named a 2015 Lawyer on the Fast Track by The Legal Intelligencer.  He is a graduate of the  Villanova University School of Law where he served as Managing Editor of the Villanova Sports and Entertainment Law Journal.

Voss is a former federal law clerk and the valedictorian of the inaugural class of the Drexel University School of Law where he served as the Managing Editor of the Drexel Law Review.

In order to support Kleinbard’s new Government Relations Litigation practice, the firm has immediate plans to open a Harrisburg office to expand its footprint in Central Pennsylvania and to offer a day-to-day presence for existing government clients, as well as for litigation and transactional clients moving forward.  David Hyman, a managing partner and head of Kleinbard’s Government Relations Group said, “Having a Harrisburg office is a great opportunity for the firm to expand relationships at the state level.  We look forward to working together to identify opportunities to continue to best serve our clients and to build a presence in Central Pennsylvania for both our litigation and transactional practices.  An office in Harrisburg is a strong step in that direction.”

“As part of the firm’s strategic plan we are committed to identifying attractive lateral growth opportunities,” said Hyman.  The addition of Haverstick, Seiberling and Voss affirms Kleinbard’s commitment to building a foundation for the next generation of firm leaders.  “We think that Kleinbard offers a unique platform for attorneys looking to grow and diversify their practices.  Very few firms are our size and offer the suite of sophisticated services we do in the areas of litigation and business and finance.”  “Kleinbard offers the perfect mix of high-end litigation experience and transactional services, which made it the most attractive home for my practice. The Firm’s government relations group offers a chance to increase the scope of our government litigation practice in a way that just wasn’t available to me before,” said Haverstick.
